Brief:

Mr. Tobon is a professional civil engineer with over 27 years of experience in water and wastewater engineering, climate change and utilities management in south Florida and internationally. Served for over fifteen years at the highest management levels of two of the largest water utilities in south Florida (Palm Beach County and City of Fort Lauderdale) and was responsible for nearly $ 1 billion in program management capital improvements. His international experience includes projects in Philippines, Nepal, Tanzania, and Bahamas, plus he is a technical resource for both Engineers without Borders and United Nations Office of Project Services due to extensive knowledge of water engineering. Mr. Tobon has unique experience and insight from being in government for many years and understands the issues faced by water and wastewater utilities. Excelling in the implementation of change management techniques to improve efficiency, drive accountability at all levels, and underscore superior public service. Responsible for formulating sustainable infrastructure solutions in line with strategic visions and key intended outcomes and missions as defined by the executive administration. He has worked on projects such as, water distribution and transmission systems, large diameter reclaimed and wastewater transmission piping, stormwater management, water treatment.

Mr. Tobon has extensive experience with Hydraulic modeling using KYPIPE, Cybernet, and Infowater software. Personally, responsible for development of hydraulic models up to 75,000 pipes. Experienced in model development from GIS, calibration, steady state and extended period simulations, capital planning, and evaluation.
